Regulation (EC) No. 1107/2006 of the European Parliament and the Council of the European Union concerning and improving the rights of disabled persons and persons with reduced mobility ('PRM') when travelling by air became effective at 26 July 2008.

As core message, the airport operator (Fraport AG) is now responsible to provide assistance to these passengers to be able to get into and off the aircraft. Before that date it has been the airlines responsibility to provide assistance.
